Analytical Report – HR and Economy: Voice of the Market (Q4 2025)

GŁOS RYNKU IV kwartał 2025_ (1).png "HR and Economy: Voice of the Market" is a cyclical study that reveals how companies in Poland actually respond to economic shifts and labor market tensions - not in declarations, but through concrete decisions regarding hiring, retention, compensation, and work organization. The Q4 2025 edition reveals a clear shift in priorities: by the end of the year, recruitment difficulties and labor shortages moved to the top spot among barriers to business development, while cost and inflationary pressures fell to third place. Companies are simultaneously fighting for sales (slowing demand) and for people - and this "double" pressure is increasingly shaping HR strategies.

The study was conducted in November and December 2025 using the CATI method among a group of over 500 respondents - those directly responsible for their organizations' personnel policies: HR directors and managers, business owners, and board members. The report combines the perspective of decision-makers (sentiments, motivations, directions of action) with hard data and an analysis of market indicators prepared by the Gremi Personal Analytical Center.

In this report, you will find:

  • A ranking of key business challenges in Q4 2025 (with a marked increase in the significance of recruitment and labor shortages).
  • Data on how the economic situation affects HR decisions and the extent to which companies are altering their plans.
  • "Labor Market Pulse": hiring plans, turnover, and the approach to blue-collar worker compensation.
  • Information on changes in operational models (outsourcing, relocation, flexible work models) and the role of flexible forms of employment.
  • HR priorities for the next 12 months: digitalization/automation and an increasing focus on retention and employee value propositions.
  • An assessment of HR's role in corporate strategy and the greatest operational challenges for HR (talent acquisition and retention).

This report serves as a tool for boards, HR directors, and operational managers who want to understand why, at the end of 2025, companies are focusing more frequently on retaining people while simultaneously facing the pressure of slowing demand - and how this translates into decisions on hiring, wages, and organizational flexibility. It is also a practical benchmark to compare your own strategy against the voices of over 500 decision-makers.
