Poland's Best Cities Ranking 2026: Unexpected Leaders and Kraków in Second-to-Last Place
Business Insider Polska evaluates all 16 Polish voivodeship cities twice a year and determines where residents enjoy the best quality of life. The latest edition of the ranking, published in March 2026 on the basis of data from late 2025 and early 2026, brought several surprises: a new leader appeared for the first time, and the largest cities once again found themselves far from the top.
What Is Assessed and How
The ranking compares cities across six criteria - three economic and three quality-of-life:
- unemployment rate;
- average salary in the enterprise sector;
- secondary market housing prices;
- availability of doctors under the NFZ (National Health Fund);
- crime rate;
- air quality.
Important: the final score is the sum of positions in each category. The lower the total, the higher the overall ranking position.
Who Is at the Top and Why
The 2026 edition was jointly led by two cities - Rzeszów and Poznań, both scoring 41 points. For the first time in the ranking's history, the capital of the Subcarpathian region shared first place.
Rzeszów
The city stands out for the lowest crime rate among all 16 cities analysed and good access to medical services. A well-developed aviation and technology industry supports stable employment. Weak points: a limited housing market (10th place in this category) and lower job availability in certain sectors (12th place).
Poznań
Leader in terms of employment - the lowest unemployment rate among all 16 cities. A developed labour market and a stable economy make this city attractive for job seekers. Among its weak points is air quality, which lags behind most of its neighbours in the ranking.
Third Place - Katowice and Lublin
Katowice and Lublin jointly took third place with 43 points. Katowice stands out for the most affordable housing market relative to wage levels among all cities in the ranking - but air quality remains one of the worst. Lublin has the shortest queues to specialist doctors in the country, but falls behind in terms of wages and employment.

Why the Largest Cities Are in the Lower Half of the Ranking
The shared weakness of Warsaw, Kraków and Wrocław is housing costs, which significantly affect the final score. Renting a studio flat in Warsaw and Kraków in 2025-2026 costs on average PLN 3,000-3,500 per month - whereas in Rzeszów or Lublin, the same money covers the rent of a larger flat or leaves a substantial budget surplus. Kraków additionally loses points in the air quality and crime categories, which pushed the city to 15th place - despite the fact that in terms of salaries it consistently holds a position in the top three.
