In Search of a Better Life: Where Are Ukrainians Going?

The number of permanent residence permits issued in the European Union fell for the first time since 2013. Throughout 2020, Europe issued residence permits to 2.2 million people. That is 24% fewer than the previous year, largely driven by the coronavirus pandemic and the restrictions it brought. These figures were published by the international employment agency Gremi Personal.

Among citizens of non-EU countries, Ukrainians received the most permits of all – 601,200.

Alongside Ukraine, Morocco (123,400) and India (78,300) rounded out the top three countries by number of permits issued. Ukraine took first place by a wide margin – nearly five times ahead of the next country.
