The mObywatel app bill: what will change and how it affects documents in Poland

18.png An Act has been passed in Poland that equates electronic documents in the mObywatel app with traditional paper or plastic documents. This change is significant for everyone living, working, or planning to move to Poland. Here is a brief explanation of how it works in practice.

What is mObywatel?

mObywatel is the Polish government’s official mobile application. It allows you to store digital versions of important documents, including:

  • mID (mDowód) – a digital identity document;
  • Driving license;
  • Student and school ID cards;
  • Professional permits and certificates.

What the Law Changes

The legislation ensures that electronic documents in the mObywatel app are considered just as valid and legitimate as standard paper or plastic versions. You can now present digital documents when:

  • Dealing with government agencies and local authorities;
  • Verifying your identity in banks or post offices;
  • Confirming rights or status (e.g., at a doctor's office or on a train).

Important Exceptions

Despite the digital transition, some traditional rules still apply:

  • Physical documents remain valid: Plastic cards and paper certificates are not being phased out.
  • Applying for a new ID: When picking up a new physical ID card, you must still present a traditional identity document for verification.
  • Crossing borders: The digital ID cannot be used for border control. A physical passport or ID card is still required to leave or enter the country (including within the Schengen Area).

Practical Benefits for Ukrainians in Poland

  • Everyday convenience: No need to carry a physical wallet everywhere; your smartphone is enough for most interactions.
  • Security: Digital documents are easier to protect and verify via encrypted systems.
  • Diia.pl Integration: For those under temporary protection, the Diia.pl electronic document remains the key digital residency permit.

The app continues to evolve, offering:

  • Qualified Digital Signature: For signing official documents online;
  • Notifications: Reminders about expiring documents or upcoming appointments;
  • Payment Integration: The ability to pay administrative fees directly within the app.
