Poland Changes Conditions for Ukrainians: New Residency Rules from 1 November 2025
From 1 November, new regulations come into force in Poland for Ukrainians with temporary protection who have been living in collective accommodation centres (Ośrodek Zbiorowego Zakwaterowania). From now on, free accommodation in such facilities is available only to the most vulnerable groups.
Free accommodation is retained only for:
- pensioners and retirees;
- people with disabilities;
- large families (with three or more children).
Other Ukrainians who continue to stay in collective accommodation centres will be required to pay the full cost of their accommodation.
What This Means for Ukrainians
For the majority of Ukrainians, the new rules mean they must independently arrange housing and employment. Poland is encouraging active job-seeking to ensure personal financial stability and accelerate integration.
