Poland Has Passed a Law on New CUKR Cards for Ukrainians

The Polish Senate has approved amendments to the Foreigners Act affecting holders of the PESEL UKR number.

Ukrainians who have been staying in Poland for more than a year will be required to obtain a new type of residence permit — the CUKR card.

What Is the CUKR Card?

The CUKR card is a new temporary residence permit valid for three years. It legalises residence in Poland and guarantees the same rights as a standard residence card.

The programme is scheduled to launch in January 2026, when the Office for Foreigners (Urząd do Spraw Cudzoziemców) opens its online platform for electronic applications.

Key Benefits for Ukrainians

  • Online document submission through the MOS system — fast, convenient, and free from paper bureaucracy.
  • The new CUKR card is available to Ukrainians with a PESEL UKR number who have resided in Poland for over a year. Valid for 3 years.
  • Simplified family reunification — new regulations will allow families to be reunited more quickly.

What This Means for Ukrainians in Poland

  • Obtaining the CUKR card is a step towards stability, confidence, and full legalisation of residence.
  • The process will become more modern, more convenient, and fully available online. The new rules support Ukrainian families who are starting a new life in Poland.
