Since the start of the full-scale war in Ukraine, hundreds of thousands of Ukrainians have left for Poland. Many people crossed the border without documents, having lost them due to the hostilities. Others had passports and certificates that had expired, which also caused problems with their stay in Poland. Thanks to cooperation between the governments of both countries, a branch of the Ukrainian state enterprise "Document" has been opened in the Polish capital. Since summer, Ukrainian citizens can obtain an internal or international passport, as well as exchange their driving licence in Warsaw.

Where the Passport Service in Warsaw is located

The address of the Passport Service in Warsaw, where Ukrainians can obtain documents in Poland — Blue City shopping centre, Al. Jerozolimskie (Jerusalem Avenue) 179. The branch is located on the second floor of the shopping centre. Opening hours — Monday–Saturday, 10:00–19:00.

How to register for the electronic queue

You can register for the electronic queue online or sign up directly at the Passport Service. The registration form is available at this link. To register, visit the website and select a messenger for booking. When the chatbot opens in the messenger, click "Start" and "Provide number". After confirmation — return to the website and select the service you need: document processing or driving licence exchange.

Complete the CAPTCHA verification, then select the service again. The system will show you the available dates and times in the electronic queue. Please note that due to the high volume of requests, registering on the first attempt can be difficult. Some users report that the best time to register is around 11:00 a.m. We have not verified this ourselves, but we are happy to share any information that may help you get results faster. After successfully registering online, you will receive your number in the electronic queue via the messenger. Documents can only be submitted on the date and at the time for which you are registered.

Walk-in queue at the Passport Service: how long to wait

At present, the Warsaw Passport Service is extremely busy — every day Ukrainians living in Poland and even in other countries come here. If you were unable to register online — try to sign up directly at the centre. However, be prepared for the fact that simply getting a booking may take an entire day of standing in the queue. Sometimes the queue starts forming the evening before, and some determined individuals even spend the night near the shopping centre where the Passport Service is located. The centre operates as follows. As soon as you arrive — join the queue to receive a token. When the centre opens, people who are already registered in the electronic queue with an appointment for today proceed to submit their documents. People in the walk-in queue receive tokens with a number in the electronic queue. Important: tokens are valid only on the day of issue. The token contains a QR code linking to a Viber chat that provides updates on queue progress. When approximately 15 people remain ahead of you — you can enter the service premises. During one working day, approximately 350 visitors with tokens issued through the walk-in queue can be served.

Prices at the Passport Service in Poland

First of all, please note that the service fee consists of two separate payments:

  • for the administrative service, the blank document form and its personalisation — in hryvnias,
  • for service-related costs — in Polish zloty.

Payment is made by card when submitting documents. You can view and download the payment instructions at this link. It is easier to pay the hryvnia amount using a hryvnia bank card. Check your online payment limit — this is a common issue during payment.

Prices for standard-term document processing:

  • International passport – 733 hryvnias + 335 PLN;
  • ID card for the first time from age 14 – 335 PLN;
  • Replacement ID card or replacing an old-style passport – 372 hryvnias + 335 PLN;
  • Simultaneous processing of an ID card for the first time from age 14 and an international passport – 733 hryvnias + 425 PLN;
  • Simultaneous processing of an ID card and an international passport – 1,105 hryvnias + 425 PLN;
  • Driving licence exchange – 254 hryvnias + 420 PLN.

Please note that these prices do not include any bank commission fees. When ordering documents on an expedited basis, the hryvnia payment amount will increase, while the zloty amount remains unchanged.

How much does it cost to obtain a passport on an expedited basis? The prices are as follows:

  • Expedited international passport – 1,373 hryvnias + 335 PLN;
  • Expedited ID card replacement — 742 hryvnias + 370 PLN;
  • Simultaneous processing of an ID card for the first time from age 14 and an international passport – 1,373 hryvnias + 425 PLN;
  • Simultaneous processing of an ID card and an international passport – 2,115 hryvnias + 425 PLN.

You can also view all current prices at this link. Unfortunately, the promised processing time (20 business days, or 7 business days for expedited processing) is currently not being met. The standard timeline has extended to approximately three months, while the expedited option takes 1.5–2 months.

How to submit documents for a passport in Poland

The monitors inside the Passport Service premises display the queue progress, as well as an estimated waiting time for the next clients. In addition, an announcer at the centre calls out queue numbers. You will be invited to approach one of the inspectors (there are seventeen in total). The inspector will check and scan your documents, fill in the form, take a photograph, capture fingerprints and process your payment. Serving one person takes approximately 10 minutes. A detailed list of required documents for each type of document can be found on the website. As a rule, you will need to bring your Ukrainian citizen's passport, individual tax identification number (TIN), previous international passports, a child's birth certificate, etc.

How to exchange a Ukrainian driving licence

In addition to passport services, Ukrainian citizens can exchange their driving licence at the Passport Service in Warsaw. The new licence is issued for 30 years. Unlike other document processing services, the driving licence is printed on-site and issued immediately.

A driving licence exchange is available when the previous document:

    • is no longer fit for use (damaged, illegible, etc.),
    • the owner's personal details have changed,
    • or even at the owner's own request (for example, to update personal data in Latin characters, or to change the photo, etc.).

How to collect new documents in Poland

You will receive an SMS notification when your documents are ready. You will need to bring your Ukrainian citizen's passport to collect them. It is recommended to collect your documents in the afternoon — by then most of the queue will have been processed, and there will be far fewer people in the premises.
