New Rules for Temporary Residence Applications in Poland

Since December 1, 2025, Poland has implemented updated rules for temporary residence permit applications (Karta Pobytu) — featuring new forms, photo requirements, and clarified procedural elements. Below, we explain exactly what has changed and what Ukrainians planning to apply for temporary residence in Poland should keep in mind.

Key Changes Since December 1, 2025

New Application Forms and Annexes

From now on, updated application forms must be used. Old forms may no longer be accepted by Voivodeship Offices. Updates have been made to:

  • The application for a temporary residence permit (wniosek o pobyt czasowy);
  • Annexes specific to the purpose of stay (work, studies, family, etc.).

Submission via the MOS System

Certain applications must now be completed in Polish via the MOS system (Moduł Obsługi Spraw) after creating a personal account. The submission process is as follows:

  1. Complete the application in the MOS system.
  2. Print the document.
  3. Sign it by hand.
  4. Submit it in person at the Voivodeship Office (Urząd Wojewódzki) or send it by mail to the foreigners' affairs department of your place of residence.

Updated Photo Requirements

Two photographs must be attached to the application, meeting the following new standards:

  • Size: 35×45 mm;
  • Color, clear, and undamaged;
  • The face must occupy 70–80% of the photo area;
  • Plain light background;
  • Taken no earlier than 6 months before the submission date.

Clarified Procedural Elements

The updated rules also regulate:

  • The format of the stamp confirming application submission;
  • Biometric data collection (fingerprints remain mandatory);
  • Data transfer for the personalization of the physical Residence Card.

Who is Affected?

  • The new rules apply to all foreigners, including Ukrainians, who:
  • Plan to stay in Poland for more than 3 months;
  • Apply for a temporary residence permit after December 1, 2025;
  • Prepare documents based on work, education, or family reunification.

Pre-submission Checklist:

  • Verify that you are using the most current application form and annexes.
  • If required, fill out the application in MOS in Polish, print, and sign it.
  • Prepare 2 photos (35×45 mm) according to the requirements.
  • Submit documents in person or via mail to the appropriate Voivodeship Office.
  • Be prepared for the fingerprinting procedure.
