Ukraine's Ministry of Foreign Affairs Has Simplified Consular Services for Ukrainians in Poland

Digitalization in action: the MFA is streamlining access to consular services for Ukrainian citizens. The new measures will reduce queues and waiting times for documents.
On 20 December 2024, the Cabinet of Ministers adopted a resolution of the Ministry of Foreign Affairs of Ukraine "On the Implementation of a Pilot Project for the Provision of Certain Public Services and the Performance of Certain Consular Actions on the Basis of Applications Submitted by Persons Residing Outside Ukraine via the Unified State Web Portal of Electronic Services and/or the e-Consul Information and Communication System". Under this resolution, Ukrainians abroad are now able to access additional consular services through a simplified procedure.
These services include: obtaining an ID card, exchanging a driver's licence, registering in the State Register of Taxpayers, and a comprehensive service for registering newborn children.
The MFA resolution introduces several key changes that will significantly simplify life for Ukrainians in Poland and other countries.
To use these services in the new format, you need to register on e-Consul (we wrote about this portal in the article available here) or via the Diia app.
In particular, the following consular services will become more accessible thanks to digitalization:
- Obtaining an ID card requires only one visit to the consulate (to submit documents). The completed ID card will be delivered by post.
- Similarly, a foreign passport can be processed in a single visit (document submission and biometric data collection). The completed passport will also be delivered by post.
- Registration in the State Register of Taxpayers can be done through an embassy or consulate.
- The procedure for exchanging a driver's licence is simplified, as is obtaining a new driver's licence following its loss or theft.
- The service for registering newborns becomes more accessible. The comprehensive service for parents includes issuing a birth certificate, registering the child as a Ukrainian citizen, registering in the State Register of Taxpayers, and entering the child into the Unified State Demographic Register (assigning a unique record number in the register).
"I am confident that millions of our citizens abroad will appreciate the changes that simplify access to MFA services through digitalization. There is no longer a need to travel many kilometres twice just to submit and collect documents. This represents a real saving of time and money for our citizens," commented Ukrainian Foreign Minister Andrii Sybiha on the resolution.
