Digital Revolution in Legalization: MOS 2.0 System and New Rules for Foreigners Launch in Poland

новий сайт  (39).png As of April 27, 2026, the process of legalizing stay and work in Poland has fundamentally changed. The launch of the updated MOS 2.0 system (Case Management Module) and the announced introduction of the CUKR residence card set new standards for interaction between foreigners, employers, and the state.

End of Paper Queues: Electronic Submission Only

Starting April 27, applications for temporary or permanent residence permits, as well as long-term EU resident status, must be submitted exclusively in electronic form. Important: documents sent by mail or submitted in person after April 26 will no longer be considered. The Office (Urząd) now recognizes only the electronic registration date within the system, not the postmark date.

Digital Identification – A Mandatory Requirement

The new system covers all foreigners, regardless of citizenship. To submit an application via the login.gov.pl portal, it is mandatory to have:

  • a PESEL number;
  • a Trusted Profile (Profil Zaufany), a qualified electronic signature, or an e-ID (e-dowód).

New Role for Employers: Annex 1 Goes Digital

The MOS 2.0 system significantly alters the employment verification process. Employers no longer need to create a separate account, yet their participation has become critical to the case's success:

  • The foreigner provides the employer's e-mail address in the application.
  • The system sends a unique link to the company.
  • A company representative has 30 days to use this link to complete and sign Annex 1 (Załącznik nr 1) using an electronic signature.

Scanned copies are no longer accepted – only digital verification is valid. If the employer fails to sign the document on time, the processing of the case will be blocked.

Personal Attendance Remains Mandatory

Despite the full digitalization of the submission process, foreigners are still required to appear at the Voivodeship Office when summoned. This is necessary for providing fingerprints, a signature sample, and presenting the original foreign passport.

From May 4, 2026, Ukrainian citizens will gain access to a special legalization path — the CUKR residence card.
