17-Year-Old Ukrainians Abroad Can Register for Military Records Online

The Verkhovna Rada of Ukraine has adopted significant amendments to legislation on military registration that will affect the registration process for 17-year-old citizens, particularly those residing abroad.
The new law, passed on 9 January 2025, introduces a number of key changes aimed at modernising and simplifying the military registration procedure.
Key Changes Introduced by the Law
⇨ Extended registration period: Registration will now be conducted annually from 1 January to 31 July, replacing the previous period of January to March. This allows more time to fulfil the registration obligation.
⇨ Remote registration: The option to register remotely via the "Rezerv+" application has been introduced, which is especially important for Ukrainians living abroad.
⇨ Electronic identification: Citizens can complete electronic identification and update their personal data through their electronic personal account.
⇨ Alternative to in-person attendance: The option to attend a territorial recruitment and social support centre (TRSC) in person is retained.
How to Register in "Rezerv+"?
The "Rezerv+" application is becoming the key tool for remote registration. Here is how it works:
⇨ Download the application to your smartphone.
⇨ Create a personal account using reliable electronic identification means.
⇨ Fill in the required forms and provide your personal data.
⇨ Confirm the information and complete the registration process.
This method significantly simplifies the procedure for Ukrainians living outside the country, allowing them to fulfil their obligation without the need to be physically present in Ukraine.
Exceptions and Valid Reasons
The law defines a number of circumstances considered valid reasons for failing to register within the established deadline:
⇨ Illness confirmed by the relevant documents.
⇨ Natural disasters or other force majeure circumstances.
⇨ Residence in temporarily occupied territory of Ukraine or in a combat zone.
⇨ Other circumstances that objectively prevent registration.
It is important to note that citizens who have not registered during the designated period (from 1 January to 31 July of the year in which they turn 17) will only be able to register after personally attending a TRSC.
