The state keeps losing court cases over inaction because offices are unable to process foreigners' applications on time. "The system is not prepared," experts say after the president's veto.

The special law vetoed on Monday by President Karol Nawrocki allows refugees from Ukraine to work in Poland without applying for permits the way other third-country nationals must. From February 2022 to April 2025, 1.9 million Ukrainians benefited from special protection, that is access to the labour market, education and healthcare.
